I will regind to center cut unless the end mill is non center cutting to begin with. Normal length 1/2" HSS 4 flute runs about $4.25, unless it is severly damaged and needs to be cut off or such. Carbide runs twice the cost of HSS simply because off the investment in grinding wheels and time required.

They make attachments that claim to do split points and the ends of end mills, but I am not impressed with those devices. I would buy new split point bits rather than trying to duplicate the factory grind.
